Robert Hunter is a gang member who has spent years on the streets and has always benefited from the Crow Gang's reputation.

Li Xuan sized up the three people.
All three were Asian, in their early twenties, with well-defined muscles, unlike the chubby physiques of those American street guys.
The sleeves of the black T-shirt were rolled up to the shoulders, revealing a blue tattoo on the upper arm.
They are legitimate gang members, and they are Chinese gang members.
The Chinatown area is under the control of the Wah Ching Gang, and these guys are probably the Wah Ching Gang's underlings responsible for keeping watch.
